Yeah, too much padding and it'll rip through, and too much metal and you'll either get dents - which probably hurt like hell - or metal shard in people in addition to the bullet. Or at least twisted metal. In this case, padding to slow down the velocity is idea and then... Well, I'm sure you're the expert here.
