When I was little I had short hair, but my mom still liked to brush it. When she did sometimes the brush would glide against my back before she brought it up again. It didn't make me squirm like a tickle, and it wasn't rough like a scratch. It was... weird, but not bad. I actually liked it. So I thought this might be close enough.
